As per the agreement, the parties collaborate through their respective state ministries of internal affairs and other competent authorities, as stated by Belarus’ Interior Minister Ivan Kubrakov when he presented the draft law to lawmakers. The agreement specifically aims to increase bilateral cooperation between the United Arab Emirates and the Republic of Belarus by responding to aid requests, sharing information about crimes that have been committed or are planned, and taking the necessary precautions to avoid them. In compliance with the agreement, the parties will carry out the tasks at hand, share legal and scientific data, and support staff in their efforts to receive advanced training.
“Exchanging information about crimes that have been perpetrated or are planned, their perpetrators, and innovative approaches to crime prevention are important areas of cooperation. Organizing collaborative events, taking action to stop illicit manifestations, coordinating efforts within the context of international forums, and supporting staff training and advancement are all crucial. Controlled distribution is also being combined with other methods to identify drug trafficking. Ivan Kubrakov told lawmakers, “At the same time, the issues of criminal extradition and legal assistance in criminal cases are not affected.”
Representatives from the two governments’ internal affairs ministries will serve on a joint security committee, which will be established to carry out the agreement’s provisions and share ideas on how to advance cooperation. The Republic of Belarus has designated the Ministry of Internal Affairs as the centrally competent institution responsible for implementing the agreement. It has been suggested that additional government agencies involved in the agreement’s implementation be named, including the State Forensic Examination Committee, the State Border Committee, the State Customs Committee, the State Control Committee’s Financial Investigations Department, the State Security Committee, and the Investigative Committee.
Within the parameters of the agreement, cooperation will be provided at either party’s request or initiative. Both the process for submitting these requests and the means by which they are carried out in a timely and satisfactory manner are specified.
