At the invitation of the Foreign Ministry, Special Envoy for Horn of Africa Affairs Xue Bing attended the High-Level African Counter-Terrorism Meeting in Abuja, Nigeria’s capital, from April 22–23, 2024. Nearly thirty African nations, as well as extra-regional nations like China and France, as well as international and regional organizations were present at the meeting, which was also attended by presidents of Nigeria, Ghana, Togo, and the United Nations Deputy Secretary-General Amina J. Mohammed and the Chairperson of the African Union Commission Moussa Faki Mahamat.
President Xi Jinping’s Global Development Initiative and Global Security Initiative serve as the foundation for China’s counterterrorism operations in Africa, as Special Envoy Xue Bing explained in her remarks during the conference. He declared that the international community must work together to support Africa in combating the threat of terrorism, and that in order to find new solutions to the counterterrorism crisis in Africa, all stakeholders must adhere to the principles of developing peace via development and uniting their strength through consensus.
The United Nations Office on Counter-Terrorism and the Nigerian government co-hosted the High-Level African Counter-Terrorism Meeting. Special Envoy Xue Bing engaged in lengthy, cordial conversations with representatives of the involved parties during the meeting.
